The 2024 Emergency Communication Comprehensive Delivery Project, as a state key project coordinated by the Committee of CPC, closely monitored by the State Council, and constructed by the National Development and Reform Commission and the Ministry of Emergency Management, carries the important responsibility of deepening the construction of a national emergency communication platform and supporting rescue communication needs in the event of major earthquakes and disasters. The project aims to establish a nationwide emergency communication platform to meet the communication demands during rescue operations in the aftermath of significant disasters, which is of strategic importance for enhancing the country's emergency response capabilities. The project is advancing the construction of the emergency communication system comprehensively in accordance with the requirements outlined in the "Emergency Command Communication Construction Task Book", ensuring stable and efficient communication under extreme disaster conditions.

As one of the core contractors, ZTE leverages its extensive expertise in the communication field to collaboratively innovate and create a large unmanned helicopter emergency rescue platform, while also deploying a 370MHz emergency communication private network, injecting new digital momentum into the emergency management system.

This project is the first large-scale deployment of an emergency communication rescue operation in the country. By integrating core technologies such as drone rescue platforms, 370MHz narrowband trunking, 4G private networks, and satellite communications, it has established a three-dimensional emergency communication network covering "Air, Sky, Ground". The project involves over 30 types of emergency communication products and more than 20 complex scenarios, including floods, earthquakes, and typhoons, making it a highly challenging engineering endeavor that integrates multiple disciplines such as communications, aviation, optics, and disaster relief. The project spans 19 provinces and municipalities, with a large scale of stations, extensive regional coverage, and concentrated delivery tasks, imposing extremely stringent requirements on project personnel deployment, equipment production and delivery, and project management. Additionally, the project involves nearly 60 partners, including government departments, general aviation companies, and equipment integrators, resulting in a large number of stakeholders and a lengthy information communication chain, further increasing the complexity of project management.

In the face of these challenges, ZTE has innovatively launched the "Intelligent, Precise, Deep" management model. Within this framework, it utilizes AI technology for automatic optimization algorithms to ensure the flight stability of drones in complex environments; Promotes deep integration across various specialties to continuously optimize the delivery process; Implements a joint mechanism to enhance decision-making efficiency. Meanwhile, ZTE has also established an innovative systematic management system to achieve transparent and visible project progress, employing standardized quantitative methods to quickly identify and respond to risks. Additionally, the ZTE project team also focus on the rapid accumulation and dissemination of experience, significantly improving project execution efficiency. Through efficient collaboration and technological breakthroughs, the ZTE project team successfully delivered 10 large unmanned helicopter rescue platforms, over 3,700 370MHz private network sites, and 100 core network systems, completing acceptance testing 10 days ahead of schedule and achieving 100% of milestone goals, fully demonstrating ZTE's project management capabilities and innovative practices in complex scenarios.

After the successful delivery of the project, the ZTE project team conducted a comprehensive review of the emergency communication rescue operations carried out this year, deeply consolidating and organizing relevant technical experiences. Based on this, ZTE, in collaboration with the Fire Rescue College of the Ministry of Emergency Management, jointly released the white paper titled "Guidelines for Large Unmanned Helicopter Emergency Rescue Operations", which includes multiple technical specifications and establishes a standardized documentation system, providing valuable references and guidance for the industry.

During the severe rainstorms and typhoons in the Beijing-Tianjin-Hebei region in the 2025 flood season, ZTE's emergency communication solutions effectively supported the rapid restoration of communication in disaster areas, ensuring smooth command and dispatch and providing strong technical support for rescue operations.

Looking to the future, ZTE will continue to uphold its sense of responsibility, strengthen the construction of emergency communication systems, and enhance communication support capabilities in extreme scenarios through technological innovation and practical accumulation, contributing more technological strength to safeguard the lives and property of the people and public safety.
